Sorry, what I meant in the title is that these are countries that I know do not have mandatory reporting (not in all states of america, which is the aim of the 2nd petition I posted.), and that I could find well supported petitions for.
This page does says that mandatory reporting only applies to certain professions in Western Australia. I cannot find any online petitions.

The sessions are met with a mix of relief and trepidation for 18 survivors who now have the opportunity to tell the RC of their experiences in a private session with a Commissioner.
